Users have special powers over the routings they create / initiate.

Sometimes we wish to be able to mark other user's action as completed. For example, consider a high priority routing which involves an infrequent Proof user. Consider further that this person has communicated their review or approval over, say, email, but hasn't marked their action completed in proof, and is now offline. Until that action is completed, further email notifications won't fire, which stalls the routing. It is likely more important to keep the routing moving forward than it is to stop and train that user.

This is a common enough case that routing creators now have the power to mark any action on that routing as completed: look for the target symbol whose tooltip is "record action"
